It is clear why veteran FIFA ref Ingvarsson is a category 2 referee: sure he knows the rules, he knows how to whistle and he uses that skill when something like a clear foul happens but....
a step on a leg goes unseen, a dive is awarded, he sometimes doesn't know what to do, he falls for tricks, he often isn't in control, he misses fouls, he does not give the advantage and he is much too heavy. Flabby.
I had to look him up: the Sparta number 20, Juraj Kucka, a Slovak. Kucka is one of those players who adds an extra kick against the shins or a step on an ankle after the ref has blown his whistle, or after he comes down from jumping and putting his elbow in someone"s eye. I looked him up the second time a PSV player got hurt after both of them went for the ball. I had to look him up, but Ingvarsson should already have known about him. And Ingvarsson didn't and never noticed what Kucka was doing and neither did his 15 assistants.
