I don't think they had to imply it but the rule is that when two teams (or more) end up second in the group stage and have the same results then the amount of cards shown is counted. That way, if a team has had Carlos Batres - the notorious card waving Central American referee - it has no chance at all.
Using fair play as a decider is not fair.
And why Ovrebo in the first place? FIFA and UEFA consider him one of the best, so why should he be bothered with a match between 17 year olds who really can't be bothered themselves?
