there is no real objective way to judge a situation, but there must be some consensus on certain things. A foul in the box is a penalty, even if it there isn't a goal scoring opportunity. A bad foul (both legs straight out, an elbow in the face or just pure meanness) is a booking. But there you have it: what is mean, what is bad, what is on purpose.
Stark's vision on this is different from most refs (and viewers). The foul in the area (Park's ankle got stepped on real hard) was not a foul, or maybe a foul but not a penalty, so not penalized thus not a foul, got it?.
Really mean kicks were nothing more than a free kick and little kicks were nothing at all.
did it work? In this match it did, But it wouldn't in a more important match, in a match in a knock out stage.
the first half was a real drag, both England's number 1 and the number 2 from Spain couldn't even get a decent shot on goal. The second half was much better and even exciting at times.
