At first sight it looked like a foul by Wiland. The Swedish goalie jumped in front of Tomasson and made him fall. In replay it was clear that Tomasson dived. He made a little two-legged jump which more often than not indicates a dive. Still Wiland did not go for the ball. Replaying it again, I came to the conclusion it must have been both: a foul and a dive. And since it was both, the referee could have decided either way. Tudor had a split second to decide and awarded a penalty.
