FIFA wants political correctness

I don't understand what FIFA wants at this World Cup. Show no cards for minor offences seems to be the general policy and talking down everything seems to be the ultimate aim of refereeing in this championships. I think this is not a good strategy although in this match this wasn't a big issue. I think there were more cards needed for clumsy challenges, Velasco Carballo looked not in control and in a dirty match the poor official will be torn to pieces if he referees like FIFA wants it to happen. No big mistakes by the Spaniard, but nothing to shine either.
