Examples

In the 47th minute Vlaar hiprolls an English player near the box and was correctly booked for it, but it took a long, long time for Kircher to pull his card out... In the 55th Babel crashes into the England keeper, trying to head a ball that was already tight in Carson's hands. It was sheer luck that Carson wasn't badly hurt by this, still Kircher just awarded a free kick.

More examples

In the 68th minute Hoyte has to hand the ball over to the Dutch after a 'bad throw in'. I may have missed something, but I replayed this several times and didn't see any fault. In the 89th minute Dutch striker Rigters, whilst hanging in the air, face down, sweeps the ball into the goal to draw the match. He nearly kicks an England defender in the face, but no matter. In the endless series of penalties that had to decide this rather weak match the Dutch goalie Waterman was way out of his goal several times, but wasn't even cautioned.

Foppe

Dutch coach Foppe de Haan, ran onto the field to tell the referee Peter Taylor was trying to opt out of taking a penalty, feigning an injury. Kircher has a friendly talk with him and Taylor gets to take the penalty.
