Well of course Johansson later (in 2008) accused Havelange of foul play. Proper procedure with the referee substitution was not followed.
Johansson told an interviewer that it should have been a yellow, insinuating foul play.
He also said that he couldn't get seats for the Swedish ministers for finance and sports in the stadium (a lot of tickets were resold or given to friends of Havelange. Johansson was definitely not a friend) See here for yourself, minute 5.25 on the video:

Kinda slow, judging from the highlights, but also very fair. Thern's kick seems to be an exception, he even apologizes to Dunga. You hardly see Torres, who hardly had to stop the match. These were different times.
