He booked Silva and Albeda for minor offences and then he booked Chelsea's Drogba probably to even it out a bit. He missed a pass by Lampard to his own goalie and he didn't react to a lot of pushing and pulling in the Valencia box.

Sure, he did see it all, but chose to ignore it. Who cares about Lampard's pass, do we really want to go through the whole everybody-in-the box-shoot-as-hard-as-you-can-and-still-nothing-happens ritual, this is a Champions League quarter final for god's sake! De Bleeckere clearly didn't want any of this nonsense.
He did see the pushing and pulling but chose to ignore it and later warned players not to do it again. It all just wasn't important enough.
