When FIFA in it's infinite wisdom decided that there would be only one spot in the 1966 World Cup for both Asian and African countries, all Asian and African countries, except North-Korea, decided not to contend. And thus North-Korea entered the World Cup finals relatively easily and surprised the world by beating Italy and reaching the quarter-finals.
