Hector Parra had to withdraw at the end of 2009, due to an injury and came back in 2011 and was off again.

Hector Jairo Parra Romero made a terrible mistake in the match between Peru and Brazil (u15 South American championship). While he was acting as a fourth official (the referee was Oscar Maldonado from Bolivia) he allowed Peru it's fourth substitution. Obviously he was punished but he didn't lose the international badge. Maybe his career as a FIFA referee ended that day.

Parra was selected for the 2011 World Cup u20, but after failing the fitness test he was replaced by Hernando Buitrago.
At the end of 2011 and after have failed the fitness test to the u20 WC, Colfutbol decided to take him out of the international list due to his irregular physical condition.
