Douglas came to Barbados in 1970 after having played football in England and also refereed with the Surrey Football Association in England.

In Barbados he first served as a manager/coach of the Notre Dame Football Club in the 1970s. Later on he became an executive member of the BFA, serving as junior assistant secretary, senior assistant secretary and general secretary. Douglas served as a FIFA referee until the age of 55.

After his retirement Douglas was active as match commissioner, referee inspector and security officer for the Caribbean Football Union (CFU), CONCACAF and FIFA. Douglas passed away in 2005 at the age of 79. At the time of his passing, he still was a member of the BFA Disciplinary Committee.
