Football League in 1990. Premier League in 1994, FIFA referee in 1996. He retired in 2000. He had to stop taking charge of matches in the Premiership because of fitness problems in 1999, still doing international matches in the following season.
After Willard retired from refereeing he became a referee assessor and referee coach and mentor.
- A rare and big mistake for a referee: showing three yellow cards to the same player. Gary Willard joined the club in a September 1999 UEFA Cup match when he forgot to send off Lausanne defender Eduardo Magnin after the second card. When Magnin fouled again the ref finally got it right. Oddly enough UEFA did not annul the match won by Lausanne 3-2.
