Born in Greece on January 4, 1933, Constantinos (Dino) Soupliotis was actively involved in soccer for 60 years, as a player, referee, referee administrator, member of referee committees and panels up to the International level, educator, and author.

After his retirement as a FIFA referee, he served as a member the National Canadian Referees Committee for 5 years. Also, he serves as the head of the Quebec Soccer Federation Referees Committee from 1975 to 1995. Then after he served the FIFA as a FIFA Referee Instructor and conducted many International Referees Courses in several Countries: As in America -North & Central- but the most important in Europe and Asia. He used to work on the filed of play, instead in a classroom. With his very hard & efficient work and by using always the most advanced video Editing & Recording equipments he created by himself all the game incidents needed. Those game incidents he created-edited by using his own personal computers and all other equipments was needed. He was working most of the time on the field of play and not in a classroom so; he succeeds to build many International & National Referees Worldwide. It is very important to be mentioned that, he is continuing in today?s times with the same enthusiasm to help the game that he loves so much.
- Soupliotis was awarded the Mérite Sportif Québécois, the highest honour for all sports in Québec, and the Canadian Soccer Association Award of Merit. He is a Life Member of the Quebec Football Federation.
