Born in Yugolslavia but moved to Canada with his parents at a very young age, Dan Kulai grew up in the mining town of Ladysmith on Vancouver Island.
He was a player and, after an injury, goal keeper until 1941 when he started his refereeing career that would last 25 years.
Dan Kulai died in 1980.
As a player (inside left forward) Dan Kulai won many cups and prizes. He played for Westminster Royals, Vancouver St. Andrews, Nanaimo and Vancouver North Shore. He then kept the goal for Vancouver St. Saviours and the B.C. All-Star team.
Kulai got on the FIFA list in 1956, refereed a World Cup qualifying game and matches in the Pan American Games held in Winnipeg.
