Kim became a professional referee in 1988. In 1992 he was appointed to FIFA's international list.

Kim was involved the following tournaments: World Youth Championship (1997), African Nations Cup (1999), semi-final of the Confederations Cup between Mexico and USA in Mexico City (1999) and the CONCACAF Gold Cup (2000). He also refereed professional matches in Japan, China and Iran.

Kim became the first Korean referee active at the World Cup. Kim refereed one match at the World Cup 2002 in Korea/Japan, Brazil versus Turkey in the first round.
