Stephen Graham Bennett started refereeing in 1984 and became a Football League linesman in 1992. A year later he became a Premier League assistant referee. He joined The Football League referees list in 1995, and has been a regular in the FA Premier League since 1999. He finally made it to official FIFA referee in 2001.

Steve Bennett has refereed many important matches in his career including ten Champions League matches, qualifiers for Germany 2006 and two for Euro 2008. At the end of 2006 he had to resign internationally.

Bennett refereed the 2005 League Cup final at the Millennium Stadium between Chelsea and Liverpool. He also took charge of the UEFA Champions League quarter final first leg match in March 2006 between Benfica and Barcelona; the game ending in 0-0.

He was chosen to referee the 2007 FA Cup Final between Chelsea and Manchester United on 19 May, the first at the new Wembley Stadium.
