Baskakov is referee from 1986. From 1996 he is active in the Russian First Division and he was a FIFA ref from 1998 until the end of 2009. He was an Elite Category referee.

Baskakov was very busy internationally this century, until 2008. Always there in the UEFA Cup, reaching the quarter finals of the UEFA Cup in 2006 and of the Champions League in 2007. We found only one match for him in the first half of 2008, again a quarter final. See his palmares

alleging
It is alleged on Russian sites and blogs that his not playing an important part internationally at the end of his career could have the following reasons:
- Bad reviews for Milan - Bayern Leverkusen and Lyon - Stutgart in 2007
- The new member of the Russian referee commission, Sergej Zoejev, does not lobby for Baskakov, in fact lobbies badly because there are no Russian referees on a high level. (Some say Valentin Ivanov's dreadful performance in the World Cup 2006 is the cause of this).
Looking at his matches, you can see he has sent off more players in 2007 than in the rest of his international career.
