A player for the team of the railway line Moskow-Jaroslavl after the war, but not a very good one, Eduard Shklovsky picked up the whistle in the early 1960s. He officiated 85 matches in the highest Soviet League from 1974 till 1982. Internationally he took mainly charge of qualifiers.

After his retirement from refereeing he became a referee inspector and took part in the designation of referees. Shklovsky has written and edited books about refereeing. In 1989 he was elected president of the Soviet Referees Association.
In daily life, Shklovsky is a scientist.
