Born in Salinas, Spain, Prudencio Garcia moved to the US in 1907 and became Pete. Garcia was a player for teams in St Louis from 1911 till 1921. Founder of the Missouri Referees' Association, he started officiating in Public School and Police Youth leagues. Garcia was a FIFA ref between 1949 and the end of 1952.

He took charge of qualifiers for the 1950 World Cup and during the tournament in Brazil he was a linesman in four games.
He retired as a referee in 1957. Prudencio Garcia died in 1984.
