Besides being an international referee Franz Latzin was a skilled manual worker in a small metal processing concern in Villach (Carinthia).

Latzin did his referee examination in the Carinthian Football Organisation on October 20th, 1964. In the summer of 1966 Franz was upgraded as referee for the Kärntner Liga, the highest League of the province Carinthia. He was also upgraded as reserve referee for the 2nd teams of the Nationalliga (at that time, it was called the Nationalliga following the former Staatsliga in 1965, the highest League of whole Austri

1970
In the summer of 1970 Latzin qualified as referee for matches of the so called Regionalliga (at that time the second (highest) league in Austria; albeit the Regionalliga was divided in three equated (separate) parts; one for the eastern part of Austria touching the provinces of Vienna, Lower Austria and the Burgenland, one for the so-called middle part touching the provinces of Upper Austria, Styria and Carinthia and last but not least one for the western part touching the provinces of Salzburg, the Tyrol and Vorarlberg). At that time Mr. Franz Latzin from Villach was the youngest referee in the so called Regionalliga

Nationalliga
Probably the first match Latzin refereed in the Nationalliga was on September 14th, 1973, Simmering versus Vorwerk Vorarlberg (4-0). For sure the last match Franz refereed in his career was VOEST Linz versus First Vienna Football Club (3-1) on October 3rd, 1987. At that time the highest Austrian league was known as Bundesliga or first division (that name is still relevant; but on account of commercial concomitants, in following years there was added a name of a sponsor which has changed many times in the past).
