FIFA has him as Thomas Balvay, the French FA calls him Georges Balvay and there is a theory the first French referee of the first World Cup was actually an Englishman (Englismen living abroad playing or refereeing were not uncommon in those days), named John Thomas Balway.
He took charge of one match in the 1930 World Cup and of two Coup de France finals, 1926 and 1928. Balw/vay died in 1945.
