John Alexander Mowat was a Scottish first division referee between 1946 and 1960. He didn't officiate that many matches internationally (11 A-country matches) but one was the final of the European Cup in 1960 and there was one match in the 1958 World Cup.

As with so many important referees Jack Mowat was the president of his country's referee committee.
According to FIFA, Mowat lead 7 Scottish Cup finals and 7 Scottish Championship finals.
