In 1966 Roberto Hector Goicoechea was only the second Argentinian referee to take charge of matches at a World Cup finals. The - according to some colleagues - best Argentinian referee of the century took charge of one match of that tournament. FIFA ref from 1962 until the end of 1973. Roberto Goicoechea died in June 2000.

Between 1959 and the end of 1975 Goicoechea directed 374 First Division matches. He made his debut in 1959. Roberto Goicoechea died in 2000.
His brother Duval was also FIFA referee.
Goicoechea was the director of the Umpires' School of the AFA, member of the Instructors' Commission of the FIFA and member of the Umpires' Commission of the CSF.
