Born in 1961, Hidalgo is also an accountant. He was the Nº1 from Peru after Alberto Tejada retired.
In 2005, after a fight with Peruvian Refs. Association, he resigned and he lost his FIFA badge.

Honours
Hidalgo was the last very top-referee from Peru so far. He officiated 3 games in the Copa América 2004 including the semi-final played between Argentina and Colombia. In 2001, he refereed his most important match: the Copa Libertadores final (2nd leg) between Boca Juniors (ARG) and Cruz Azul (MEX) in the Bombonera stadium.
