Having taken charge in three Cup of Nations tournaments (final in 1996), Masembe was considered one of Africa's best referees of the 90s.

It is said that Charles Masembe lost his FIFA badge and an appointment for the 1998 World Cup finals because of his poor performance in an Africa Cup of Nations match earlier that year. Other sources tell of bribery allegations.

It hasn't got anything to do with football (or does it?), but Masembe seems to be involved in shady dealings which caused his suspension. He was implicated in a scam to get Ugandans a UK visa under the pretext of attending football related courses there.
Also his announcement on the radio in 2008 that Uganda had reached the second phase of the World Cup preliminaries, which they hadn't, didn't do his already wobbly position any good.
