Marcin Broski started in the UI Cup. In 2006 he took charge of a qualifier for the UEFA Cup and in 2007 one for the Champions League. January 2012 he moved up from the UEFA category 1 to the Elite Development category.
He has a rather high yellow cards average, but he seems to get a lot of matches with difficult (read: not so good) teams.
Although Borski was promoted to the right category before the Championship in his country (and Ukraine), he was probably not experienced enough to be on the list to take charge of matches. (The European Championship is not the World Cup, in Europe only the best and most experienced get to the tournament. Well....)
Borski did get invited however, but only as a 4th referee.
