Jong Chul Kwon received his FIFA badge in 1997.
His international debut was Yugoslavia versus Egypt, 1997. He also officiated in the World Youth Championships UAE 2003 and the Asian Games in Busan. Jong Chul Kwon took charge of three matches in the 2004 Asia Cup.
In 2007 he was selected for the AFC Asian Cup. He replaced Shamsul Maidin, who pulled out because of an injury. Two months later he was officiating in the u17 World Cup in his own country.
Kwon retired internationally at the end of 2007.
