Times were different in the 1980's. Not only was Bogdan Dotchev 50 when he officiated in the 1986 World Cup, referees were also lines man in matches of other referees. And as a lines man Dotchev saw Maradona score with his hand. Did he?
In 2007 he spoke out about it in "The Sun" (well...): the goal should have never been allowed. The referee of that match (Argentina - England), the Tunisian Ali Bennaceur, was "an idiot more fit to herd camels in the desert than to take charge of World Cup games".
Dotchev said that the rules were different then and that a lines man couldn't overrule a referee (apparently this is not true).
Dotchev was a FIFA referee from 1977 till the end of 1986. He has been a bigot for much longer.
