Michalis Koukoulakis was born in 1975 in Heraclion, Crete. He graduated the School of Referees of Heraclion (Crete Association) in 1992. Tall with his 1.90 and a doctor of medicine. He started refereeing in the Greek Superleague in 2004. UEFA Category 1 referee Michalis Koukoulakis is a FIFA Referee since 1-1-2008.

His father G. Koukoulakis was also a FIFA referee.
Nowadays, Michalis is the only active referee from Crete with the FIFA badge.
quick start
Koukoulakis made a quick start, getting to officiate not only the usual youth matches in his first year, but also a WC qualifier and even a first round match in the UEFA Cup. But then it was a little quiet. He moved up to UEFA category 2 at the start of 2011.
