Suspended in 2005 for awarding a doubtful penalty in the 7 minutes stoppage time in favor of Nacional Montevideo against Rocha and sent away for good in 2006 for "illegal financial transactions", but once considered one of the best (see his palmares) referees in Uruguay.

When Nacional ended with the same points as Defensor Sporting, due to that one penalty, they had to play an extra match for the national championship. Defensor refused.
There were earlier struggles between Uruguayan referees with (among others) Larrionda on one side and Mendez and Daniel Bello and two members of the Colegio de Arbitros on the other. The latter received favours from a company called Tenfield, the owner of the television rights.
But Larrionda et al didn't have enough proof and the whole thing turned ugly and most of the refs on both sides were suspended for a while.
Gustavo Mendez officiated the second leg of the 2003 Copa Sudamericana final Cienciano - River Plate. Cienciano won although they got 9 bookings.
